American Strays canine survey volunteer spotter Cathy Gray of Refurbished Pets of Southern Michigan (in prison canine rehabilitation program) discovers a terrified and visibly hurt young dog while counting strays in the field as a citizen scientist compiling meaningful stray dog data in the city of Detroit.
Cathy calls for help from the Michigan Humane Society who dispatch Humane Officer Chris Oewerkerk to pick up the stricken pup. This is the story of Penny – the pup who went to prison.
